I presume the proposed exemption only extends to Squatters occupying by Licenses, and not to those who have obtained Leases under Ord. 27 of 1890, for there is no recovery difficulty from the latter class of Squatters, since the form of Lease provides for payment of the rates every half year with the rents, see Attorney General's minute in 2117/93-4, and Extract from form of lease quoted in W.
